Freedom Fighter Shri Bhairavlal 'Kala Badal', son of Shri Kalulal Meena, became a member of Praja Mandal in 1937 while studying in standard VI in the town of Khanpur and coming in contact with Shri Tansukhlal Mittal. He made a unique effort to awaken the spirit of freedom through the medium of patriotic songs. Due to the composition of the revolutionary song titled 'Kala Badal', he became famous by the epithet 'Kala Badal' given by Pandit Jawaharlal Nehru. He organized people under the aegis of Praja Mandal by establishing the Narsingh Gashti Library, and organizing conferences of historical importance at various places. He became a victim of police atrocities due to his prominent participation in the Quit India Movement, 1942 and the Revolution of Kota. He also contributed towards the upliftment and education of people belonging to the Meena caste. He also received training from Vanasthali.

Bhairav Lal 'Kala Badal' has been a pioneer among the freedom fighters of Hadoti. He became emotional upon receiving the publication on the freedom fighters of Hadoti, by the Rajasthan State Archives (2011). He asked, whether people still recall their contribution. He further stated, "Those who liberated the country had no other motive. Because of their selfless sacrifices, we are free, the country is free and we are able to breathe in the open air".
