Sh. Vashist was born on 14 November 1912 at Rewari, Gurgaon. He was a dentist by profession. Academically he had excelled throughout his student career. At the same time he was known for anti-British activities throughout his student life. But he was more inclined towards armed freedom struggle. He participated in the Quit India Movement in 1942 and after arrest was sent to Multan jail. He was subjected to inhuman torture there. Finally he was released on health ground but succumbed to the injuries on 9 October, 1944.
