Good Governance Week – Brief Overview

Good Governance Week

December 20, 2021 to December 26, 2021

DARPG in collaboration with DOPT, DPPW, DPIIT, Ministry of External Affairs and Ministry of Panchayati Raj and Rural Development would be convening events for one week under the Good Governance Week from December 20 to December 26, 2021

The Good Governance week would symbolize the strides made by India in promoting citizen centric governance and improving service delivery in consonance with Azadi ka Amrut Mahotsav celebrations to commemorate 75 years of progressive India

District Collectors

  • A Nation-wide campaign for Redressal of Public Grievances and Improving Service Delivery titled “Prashasan Gaon Ki Aur” is planned to be taken up in the week-long event under Good Governance Week. Since such similar activities under different nomenclature are undertaken in most of the States through District Collectors, during this week it is planned that District Collectors would organize special camps/events at Tehsil Headquarters/Panchayat Samitis etc. to resolve public grievances and for service delivery.
  • Access to an online portal shall be provided to all District Collectors of each State/ UT to upload and share the progress and achievements.
  • The activities that are to be taken up by the Districts of all States and UTs during the GGW campaign are as under:
    • Redressal of pending backlog public grievances in CPGRAMS
    • Updation of Citizen Charters
    • Redressal of public grievances in the State portals
    • Disposal of applications under Improving Service Delivery
    • Adopt Best Good Governance practices and share them along with requisite pictures on the portal
    • Share one success story per district on resolution of public grievances on the portal

Ministry of External Affairs

Department of Promotion of Industry and Internal Trade

  • DPIIT will hold a ‘National Workshop on Next Phase of Reforms for Reducing Compliance Burden’ on 22nd December 2021. The National Workshop is being conducted under the overall guidance of Cabinet Secretary. All Ministries and States/UTs are invited to participate in the workshop.
  • Detailed deliberations on key reform areas among Ministries and States/UTs are proposed in the Breakout Sessions of the workshop. Following are the three themes of the Breakout Sessions, which will be held simultaneously:
    • Theme 1: Breaking Silos and enhancing synergies among Government Departments
    • Theme 2: Single Sign-on for Efficient Delivery of Citizen Services
    • Theme 3: Effective Grievance Redressal
  • Department for Promotion of Industry and Internal Trade (DPIIT) has been the Nodal Department for coordinating the exercise of Reducing Compliance Burden. Reducing compliance burden is an on-going exercise. In the first two phases of the exercise, lot of good work has been carried out by Ministries as well as States. However, last mile delivery of services in efficient and effective manner is very important to ensure Ease of Living. It is important to consult all relevant stakeholders to assess the relevance and very requirement of certain compliances
  • This workshop is aimed at having a fresh look at the exercise of reducing compliance burden. Practical suggestions regarding future direction of the exercise are expected to emerge out of deliberations.

Department of Personnel & Training

  • DoPT will hold a Workshop on 23rd December 2021 titled “Mission Karmayogi – The Path Ahead” which will be attended by Nodal Officers (Mission Karmayogi) of all Ministries, officials of Capacity Building Commission (CBC), Representatives of all Central Training Institutes / Administrative Training Institutes, Officers /staff of Department of Personnel & Training (DOPT) and faculty members of Institute of Secretariat Training & Management (ISTM)
  • The details of the sessions are
    • Session 1 (Roll Out of Mission Karmayogi – The Path Ahead)

      Mission Karmayogi, the national flagship project on Capacity Development, has been envisioned by the Government to address changing needs and aspiration of the citizen. The initiative intends to reform the capacity building architecture by inculcating a culture of learning with competency driven personal and professional development

    • Session 2 (Driving the new work culture through competency-based HR Management)

      The Mission Karmayogi Project envisages Competency-based Capacity Building for better Government functioning. A Framework for Roles, Activities and Competencies (FRAC) based competency model has been conceptualised by DoPT, as a comprehensive framework, for encoding on to the iGoT Karmayogi digital platform, which will drive learning hubs, content market and help evolve best practices in HR management and drive the new age work culture.

    • Session 3 (Role based and Competency linked Learning of Civil Servants – Transforming the Landscape)

      Mission Karmayogi envisages to play significant role in transforming the very outlook and perception of bureaucracy. This Programme brings a paradigm shift of role-based capacity building and deployment from the hitherto approach of learning based on rules and regulations.

    • Session 4 (Developing capacity building plans for MDOs)

      Role of MDOs under Mission Karmayogi includes putting in place robust Capacity Building Plans to meet the competency requirements of their personnel. As Mission Karmayogi embodies the principle of “taking the learning to the learners” instead of “taking the learners to the learning”, there is a need to ensure steady flow of high quality CBPs to meet ‘any time’, ‘anywhere’ demand for content and ensure building of competencies as envisioned by the MDO leadership.

    • Session 5 (Driving ‘De-siloisation’ and Democratization of Learning for all)

      It is a well recognised principle of capacity development that all civil service officers should have an equal opportunity to access, experience and gain knowledge created across the Departments and leverage the same for institutional and personal development. The shared capacity building architecture of Mission Karmayogi seeks to reduce Silos and Promote better service delivery.

Department of Administrative Reforms and Public Grievances

DAPRG is organizing an experience sharing workshop on 24th December 2021 on the Special Campaign on disposal of pending matters and cleanliness drive which was undertaken from 2nd October to 31st October, 2021 in every Ministry/ Department of government of India including their attached/ subordinate offices and autonomous organizations across the country and abroad. During the campaign all pending references received from Members of parliament, State Governments, Inter -ministerial references , Parliament assurances and Public grievances were to be taken up for disposal in mission mode approach. The workshop would also organize a session on best practices for increasing efficiency in decision making.
